Background
The US Internal Revenue Service (IRS) now requires us to obtain the information specified by Form W-8BEN from each person who has been paid royalties based on sales made in the US. This information is required in order for the taxpayer (royalty recipient) to obtain the benefits of the tax treaty that may be in effect with their particular country. If we do not have this information we are now (beginning in 2014) required to withhold taxes at the default rate of 30%.
Information Required
Form W-8BEN specifies various name and address information as well as two tax ID fields:
Individual Taxpayer Identification Number (ITIN) and Foreign Taxpayer Identifying Number (FTIN). At this point we can specify either of these fields, with the ITIN being preferable.
ITIN
Anyone who does not qualify for a US Social Security Number (our in-country tax id) may request an ITIN by providing the information specified in IRS Form W-7 following the related instructions. Form W-7 can be obtained from
http://www.irs.gov/pub/irs-pdf/fw7.pdf. This process can take 4-6 weeks, per the instructions, so if you were to apply immediately it is likely to be available in time for the 2014 tax reports which we must file not later than March 15. The ITIN application is free.
FTIN
We are not familiar with all of the possible types of ID for the various countries so it is not possible to be precise with this definition. For some it may be a VAT identification number (VATIN) that we found described in

In some countries each citizen has a national identity card that is used for essentially every ID purpose; probably if you are in one of those countries that will be the ID you should supply. In general, a tax identification number is permanently assigned to an individual by that person’s country. There may be other possibilities of which we are not aware.
