скорее всего просто беспокоятся, чтобы деньги не зависли на Пионере, и к ним небыло претензий. Там в анкете предлагают возможность всё равно слать на Пионер, переправить запрос на Палку или вобще отменить вывод.
Этой фразы не понял "Belarus and Moldova, Payoneer cannot support your JPY balance withdrawal." Это как понимать? Что, вообще никак что ли?
